Announced last week, the new changes is only applied to users in US. The charges will add into your monthly billing account and yet still support the new 15-minutes refund window. <p>While there isn&#8217;t any announcement on the PayPal for Android Market store purchase, the company releases PayPal Mobile for iPhone 3.0 with new location-based search feature.</p>
<blockquote><p>A new location-based feature allows PayPal iPhone app users to find businesses accepting PayPal wherever they happen to be. Merchants can attract nearby customers to their stores by sending deals and promotions to customers&#8217; phones, and customers can pay for goods or services at local outlets with PayPal or a BlingTag(R) from Bling Nation. This new local service is initially available in beta in the San Francisco Bay Area. Interested merchants or service providers can sign up at www.paypal-labs.com/local.</p></blockquote>

Customers can now choose to receive a unique six-digit security code via text message to their mobile phones prior to logging in to their accounts.</p>

<p>The PayPal SMS Security Key adds another layer of protection to PayPal accounts and uses the same security infrastructure as the PayPal Security Key, which generates a unique security code approximately every 30 seconds on a small electronic token. Members receive this code to their phones or tokens, and use the codes along with their usernames and passwords to sign in to their accounts.</p>
<p>Both the PayPal Security Key token and the SMS security codes are now available to customers in the U.S., Australia, Austria, Canada and Germany. PayPal does not charge for delivery of security codes to a mobile device; however, the mobile provider&#8217;s standard text messaging charges will apply. To use the service, customers need a mobile device and wireless service set up to receive SMS text messages.</p>
