I managed to fix the SMS alert problem on my touch diamond
I installed SPB phone suite from here
http://www.spbsoftwarehouse.com/products/phonesuite/ and did the soft reset when requested.
The problem disappeared after that.
I then un-installed it and the sms alert still works properly.

		<description>I just brought down my htc diamond to harbourfront htc care center for ROM upgrade. My ROM version now is 1.37.871.3. I can obviously see some improvements to the interface. It is better to let the professional do it rather than trying to download. In addition, there are country specific ROM version. The ROM upgrade only took me one hour of waiting time.</description>
