While it is possible to remote control your PC through smartphones, KTF in Korea has just launched a service which would let you access your PC remotely. The service comes together with an USB iPlug data modem. Even if your notebook is not connected to the broadband or wireless network, the data modem can keep your notebook online and giving access to your smartphone any where.
