Eops Technology has an interesting addon, TV Tuner for those windows mobile devices which have only SDIO slot. This should be the world's first PAL+NTSC analog TV tuner for Windows Mobile Pocket PC with SDIO interface.

Though DMB (Digital Media Broadcast) technology is being deployed in several countries, most of the places will still need quite a few years to see the availalibilty of the media service. SDIO tv tuner will allow you to receive TV programe without the need to pay any data transfer rate.
